Pressed to death after being falsely accused by someone he dearly loved, Phelan is a native of Ildathach. His clan tat is the owl and his horse is Ulchabhán. Mated to former madame Lucy Springbrook, he is loved beyond measure by the Hell-hound, Fontabeau Sorn whom Phelan regards only as a good friend. He patrols the Vircars Territory but may change his home base in order to keep his Lady Reaper Lucy safe.

Called Phe (pronounced fay) by his friends, he is loyal to a fault, extremely patient, and has a raging addiction to lemon drops.
